Ctrl alt up not working

I created in registry key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager a MultiStringZ value named ' PendingFileRenameOperations', containing 2 lines, needed to move the folder into c:\:

So I used a built-in Windows feature to rename/move files at boot. I found 'HPSystemEventUtility.exe' in folder 'C:\Program Files\WindowsApps\AD2F1837.HPSystemEventUtility_1.0.16.0_圆4_v10z8vjag6ke6'.
